Reenable objectives on TGH maps containing them?

Certain maps are restricted by the objectives being disabled, such as BLU team being constrained to the first area in cp_hotelhell and the vast majority of koth_megaman being inaccessible. Obviously, map switching on round end would have to be disabled. In addition, it might be wise to increase the time needed to capture on koth_megaman and the amount of flag captures on ctf_lavagiant.

@virr Made it so that you could enable objectives and then the round would reset, so we would switch section on megaman. For some reason it doesn't work anymore. Would be neat to see this fixed again.
