Sounds like a reasonable misunderstanding; after all, if there was some way to bypass the 10 vouches every time it would be something everyone wanted. Yes, Nuclear Dawn division only needs 1 vouch, so I don't even both doing a 1up for it if I'm the one doing the 1up.
