Steam being stupid dumb

So recently I go into my steam library and CS:GO (this is for L4D2, Soldire Front2, and TF2) says update paused and i goto "restart" the update by ging to downloads through library tab. and its not there. And when i launch the game it starts up like it was downloding an update but then it gives me an error where i go to "Failed to Start Game (Missing Executable) - Specific Error Messages - Knowledge Base - Steam Support" i did the steps there and they still don't work.any help here?

 

Other possibly important info- i Get:

Error Code: -130

Failed to load web page (unknown error). when i try to goto the store or anything other than my library

Can't find any information about this. Try disabling your firewall. Is this at a college or school, they may be blocking steam (which is crazy, yo!)

If not, contact Steam support I've never heard of this happening before D:

#Fixed the store and stuff thanks to FacePalm. Still having that update required problemo though
