I believe the people who should be in this are those of Div-Leader rank and those who are very respected and valued members of the clan. as to the taking out the membership part, If as I think it should go where the Div-Leaders play a role in this, then according to the 'Vouching Committee' the Div-Leaders all head up their own committees for applications which would render one of them pointless, the only person affected by that would be the plain old member/mod or 2 possibly chosen for this group.
