It means theyre gonna make a useless attempt at stopping people from downloading anything even though anyone with an ounce of knowledge of PC's is gonna be able to avoid it with only the slightest effort anyway #gg

So think about it as baseball. Your first time up at bat is before this is released. If your ISP has sent you emails about you downloading illegally its going to be wiped as long as you havent done anything major and then them catching you in the act. After you get wiped if they see you are illegally downloading their first thought is now, OH THEY MUST NOT KNOW WHAT THEY ARE DOING. And then they tell you what you are doing wrong. After 4 times of this there we be fines. So basically torrent anything and everything now and then when this comes out only do it maybe once a month tops. That way if they catch you, you have 4 chances before you get punished for it.

 

I dont see how this is "stricter" than what it is now, besides you being able to fight the case lol. Government is bad because they dont know anything about what people do to get what they want for free. Most people arnt as stupid as they were before. I see this as a more proactive approach to try to stop people who are wanting to get into pirating things. They didnt even talk about games, just like generic media. The advanced piraters are those who download games. They know how to use proxies to never get caught. So they are just thinking that keeping people from becoming a advanced pirate by stoping them from downloading the starter media will keep them from becoming addicted to pirating.
