But, yes, valid vouches should be attempted to be enforced by DL/DMs. If not, I'll merely put it into my own hands. Don't just give me a random "I liek his hair +1", I want to hear what you think of me as it pertains to my activity and behavior (seeing as those are the two major factors in this process).
