Evidence:

This guy is normally on when there isn't many people on to begin with. So when he goes spy, he clocks and camps with the clock n' dagger until he is the last one left. When he is scout, he runs around and barely shoots at all keeping his distance from hale. As hale he often camps when about to lose and delays round for a long time(Delays round regardless of the class he is). He also doesn't help the team fight hale because he normally keeps his distance. Every round he does less than 900 dmg.

Regarding the >900 damage, I almost always score lees than 900 damage. This may be because I am bad at the game, but that isn't the point. That is not concrete evidence. While his "Lack of Skill" is quite apparent, that is not a bannable offence. -1

Not too sure on the last pic what's going on, but he does seem to be camping with the cloak and buddy buddying as hale +1
