I recommend restarting the server once making changes to cksurf.cfg if you haven't yet. You can also enable it in-game with !ckadmin. Only thing I can think of is you not installing replay.txt (located in csgo\addons\sourcemod\addons\sourcemod\scripting\ckSurf\) correctly? Below I have provided the correct version of the script.
