Yeah, I go on the other servers about 1-5 times a week. Not as much as JB, but still very often. Mods on those servers are pretty hands-off as far as I could see.

+1 @Vector knows how to actually get proof. These are pretty easy to see, and it's on Trade Gaming History, where mods should only be using /gag, /kick, /mute, and /ban. Mods can't start votes, so it's guaranteed he did it without the input of the whole server.

Honestly, I Or Trade Gaming History, or Saxton Hale, or JB2 (default map there is hop_jb), This is primarily an issue with the other servers, and from my time on the non-JB servers, a mod is rarely needed, because most of the traffic are either regulars or mature people who can easily see the rules.
