Well, given my experience with 1k ping before I am gonna say people are syncing to the cloud (or downloading lots of pron). You could tell them to turn off the automatic sync (stop the pron downloads) or you can wait it out.
Alternatively your router could be dying.
Your ping depends on numerous things, signal connectivity, how far away you are from our host, weather, how many people are on your network, if you have streaming or other heavy usage apps being used on your network, etc.
