You need to be a member for at least a month before you can even make a staff submission; however, I would like to point out that I do not promote people unless I have personally gotten to know them. Receiving a staff position requires time and effort on the part of the person receiving it. I like to judge peoples' character before I consider bestowing that responsibility to them.
