Ban the Escape Plan and Equalizer because the taunt can kill players through the wall from death~runners and vice versa

We're trying to do everything from scratch instead of taking it from UGC or ETF2L. We already have a weapon whitelist, which hasn't been posted yet. I'll ask @bagel to post it later today!

He does have his powers, I've seen him using them. But makes (I think, this is what I've heard) votes on putting himself into buddha/gosh/whatever uber donors get to "protect the hoovies." Again, this is not something I've seen so I can't say much else.
